In TiM, the I-9 is submitted separately from the rest of the Startwork packet.
This ensures that the I-9 can be verified in a timely manner, even if the rest of the employee's terms need further negotiation.
If you've just verified an employee's I-9, and you see that their status reads, "Startwork not yet submitted," it means that the employee has submitted their I-9, but has not submitted the rest of the Startwork packet.

To resolve this situation, the employee just needs to login to their TiM Account and they will be directed to submit the rest of their Startwork.
